Background of LPS and DARD
Land and Property Services (LPS) are responsible for a number of areas including; collection and administration of rates, reliefs and benefits, providing a valuation for all rateable properties in Northern Ireland, producing a range of paper and digital Ordnance Survey Northern Ireland products, maintaining the land registry. The Department of Agriculture and Rural Development (DARD) aims to promote sustainable economic growth and development of the countryside.
DARD are responsible for EU farm payments for land owners, however these payments are dependent on land surface type. Rocks, scree and shale covered areas cannot be included in land area calculations when processing these payments. The objective is to classify these rock/stone areas, known as ineligible features, and extract these areas from the grant calculations.
Overview of ERDAS IMAGINE
ERDAS IMAGINE is a suite of software for creating, visualising, geocorrecting, reprojecting and compressing geospatial data. IMAGINE combines remote sensing, photogrammetry and radar into a single product.
The LPS use ERDAS IMAGINE to detect ineligible features in common areas (upland fields which are owned by more than one farmer) by analysing the colour infrared imagery provided by LPS. IMAGINE creates NDVI models from the NIR and Red bands.
Previously LPS viewed and classified the rocky areas off 40cm ortho imagery. Reclassification was then processed using a different desktop application, mosaicking 16 tiles into 1 sheet output. IMAGINE has the ability to mosaic quickly, reducing the number of steps in this process. LPS utilised the Spatial Modeller in IMAGINE, using criteria based statements, to carry out this process.
In addition, some images/tiles had different shading. IMGAINE pan-sharpen functionality processed and matched the shading across all tiles.
LPS were successfully able to identity ineligible areas and we able to run the entire process, including reclassification, using IMAGINE’s Spatial Modeller software. In addition, the predefined process they worked on can be applied to other areas if required.
In the future, LPS will be able to reproduce this process for the feature creation using the 4 band imagery for other projects.
